Common Council Report
Meeting Date: December 4, 2012
Recommendation: That the Common Council approve the attached Employee Leasing Agreement with GovTempsUSA LLC to fill on an interim basis the Finance Director position from December 5, 2012 through April 5, 2013. Denise Vandenbush would be the individual taking the position (resume attached).
Background: The Finance Director has announced the resignation of his position effective Friday, December 7, 2012. The City has many ongoing financial matters that require attention and it is recommended that the City fill the vacant position on an interim basis until a new employee can be retained through a recruitment process. The City Administrator has researched options and found the services of GovTempsUSA can provide for temporary municipal employees for interim staffing needs while communities are seeking the replacement of employees. Attached is a contract for services to fill this vacancy at the rate of $66.50 per hour. It is expected the City will actually see a reduction in its costs over this period of time at this rate for an average of 30 hours work per week.
The individual filling this role will be an independent contractor and be an employee of GovTempsUSA which shall be responsible for providing worker compensation and all other employee benefits along with payroll and benefit records.
Also attached is a job description for the City’s Finance Director/Comptroller position. I have been coordinating the recruitment process for this position with Mayor Scaffidi. Our goal is to have the position filled the first week in April.
Fiscal Impact: Based on a 30-hour work week, City costs for this service for a 14-week period would be $27,930 versus approximately $35,000 currently.
